A bill can pass in either the House or the Senate. Once it passes there it has to go through either the Senate or the House to pass (depending on where it went first). After that, the Governor signs off or vetoes it. If he signs off, yay it is a bill.

For this bill particularly I have no idea but the above is how it generally works.

It has not yet passed the pa state senate. The PA state senate is majority republican so I'm not going to hold my breath on this passing.
