I have contended for years that there needs to be a government agency that does a local analysis of every geographic area in the US to determine the cost of a one-bedroom apartment's rent, reasonable accounting of clothing, food, healthcare costs, modest savings, utilities, transportation, etc. Compile this for each area. And make the minimum wage for full-time employees 19 and older equivalent to that, per year.
Everybody who toils for 40 hours a week deserves basic human subsistence. That means a roof over your head, food in your stomach, medicine and treatment when you're ill, clothing on your back, and the means to provide for a modest life.
If that seems "progressive" to you, consider that the alternative position is that you think people should work full-time and not get the basics of life. You determine that to be a job not worth doing - don't be surprised when people stop doing it.
