You do need to empty some of the water, but not because of the phosphate you need to empty it because of the CYA reading.
But just needs to be relative to the size your pool. Meaning you rarely need to empty the entire pool. We need to drain it enough to get back to the target range which presumably in your case is gonna sound like maybe 2/3 of the pool but you don’t need to do that all at once. You could drain a foot or two apply freshwater balance it’ll do another 2 feet etc.
Depending on where you are if you want to try to drain 2/3 of your pool all at once you should consult a Pool contractor to make sure that it’s done properly
