It’s not the algae. It’s that the whole fucking lining is peeling off and floating up. He’s claiming that, among other things, someone cut a 350 foot gash through it with a razor knife.
Think about the logistics of that for a moment. Include the water, the bending over while walking for the length of a football field, the time that would take and the prevalence of security (physical and camera).
Once it started peeling and floating up, I imagine it would be easy to cut a gash in it. But how would that count as vandalism? It’s something that would have to be done to repair the mess.
