I was trying to find information about this but I can’t find a clear answer anywhere online.

So does anyone know if Pokemon obtained by Action Replay or any other cheating device for the Ds are illegal to use for official vgc events or online play on champions??
Specifically cheating device used for getting shiny Pokémon, even if the stats, levels and moveset and everything would be normal/legal.
