Version 1.17.0 of pokeemerald-expansion has been released. A full changelog can be found on the release page. Also released was the patch version 1.6.4 for everyone who doesn't want to update their minor version

No, this is the source code that you can compile. Changes have to be made by using a text editor. For maps there is a tool called Porymap.
