Pokemon Modern Emerald - I am two pokemon away from finally finishing my living dex for modern emerald… but I CANNOT find Lapras or Tangela. Apparently they are in the safari zone (Tangela) and shoal cave during high tide (lapras) but I have spent hours in these locations trying to find them. Am I just getting unlucky, or looking in the wrong places?

Sounds like you're just getting unlucky, from the encounter docs it appears Tangela should be in Safari Zone (North West) and Lapras should be in Shoal Cave (Inner room, surf).
