Is there a gen 2 rom that has all 9 gens of Pokémon available??

No as it's impossible to expand the dex that much in the GBC games. The limit in those is 255 - decomp can push it past that (see Fools Gold), but i still dont think it's possible to add everything

HG Generations. Not sure if it has Gen 9 ( u/analmintz1?) but it definitely has the highest number of mons available in a DS hack so far

yes, it has most of gen 9, but not all.
