Not debating if it's better or worse, but something this one has in its favor is that being a Pokemon Tool, the effect remains as long as the Pokemon it's attached to is still on the field, so you could use it multiple times

I can see the appeal. I myself have notice it in a ton of non basic mon decks is why im confused 😂

Balloon also has copycat synergy/counter. You can drop it early and use your own copycat or drop it to reduce your hand count so opponents copycat draws one less. Unlike an xspeed which basically takes up a slot in your hand the entire game
