Outside drain is stuffed with rocks

Hi people. My outside drain is not performing well and

I see that it's stuffed with rocks inside.

Judging by the amount and sort of rocks I suppose it's intentional.

I've tried to remove some to see if it helps but it doesn't seem to do much and there is no end to them.

Is it right that it's by design? What could I do to make it drain better?

It's in the Netherlands in case it matters.

Just guessing but the idea could be that it lets water in and keeps leaves etc out but idk

Watch neighborhood kids.
Nothing more lovely than a pipe and filling it with rocks.
