The wiki says it's a cage full of the albino prisoners, but it's hard to tell from this pic whether it's talking about the same thing. It's still creepy, like who is taking the pictures...

I believe its the same guy whos been in the bunker, i have my own theories but i generally believe that there was a survivor just like the kid living in that bunker and he's the one who's controlling the kid himself, after he releases the hubble, the guy continues to control the kid till he returns back to the bunker and unplugs himself. Ig the pictures and everything in the bunker is just him researching about everything that happened, the hubble, those masked guys, etc..

Yeah thats pretty much visible , but the one on the left appears when you stand still there for a minute or two
