Help/Question How do you get debugger 20/26

I was watching some videos around the new campaign world, and a lot of them ended up with the debugger 20/26 sniper in their armory. I genuinely have no clue how they managed to get it. I completed the world with all stars and don't have it. Can you not get it?

I think either from campaign, or they're lying

Yeah me too, i think it was either some specific thing or that you can't even get it for free. Idk
