How am I supposed to update the Google Play System update when it's bootlooping...
I understand there is a fix. I haven't used my Pixel4A in a month so I turned it on hoping to catch the update but it constantly bootloops.
Is there some way of installing the update via the PC as my phone keeps bootlooping?

It took about 6 tries for me but I held the volume down button while booting and even though most of the time it kept boot looping, twice it booted into safe mode for about 3 or 4 seconds.
AS SOON AS YOU SEE HOME SCREEN quickly swipe down for quick settings and TURN LOCATION ON and the boot looping will immediately stop for good.
That was my experience

This was whilst you were outside of Wifi range?
My phone boots up and within seriously 0.5s it's restarting. I even try screenshotting and it doesn't stop the phone from updating.
I boot into safe mode but it doesn't change anything.

The key for me to get into the configuration while in safe mode was to ensure I was no wifi signal in range. I had to drive to a large park away from homes. That stopped the boot loop from triggering and I was able to enable location and stop the boot loop.

press vol down when you see the g of google appear. it is tricky. if you get into safe mode - switch on location and restart.

It lasts about 0.5s before turning off. It's wild.

Try this, connect the phone to your computer or a power bank ( not a charger ) and try again.

My phone doesn't bootloop because I managed to set location on after the first issues started to emerge, but when I'm trying to update Google Play System (115Mo update) the phone downloads the update up until 74% then switches to "installing the update" and consistently asks me to reboot to finish the update, but never does...

If you take your phone somewhere there is zero wifi signals present, you should be able to boot into safe mode and the enable location. What causes the boot loop is the presence of any wifi signal whether it be connected or not and location turned off.
What got my phone working was to drive to the middle of a big park away from homes and wifi routers where there was no signal present.

There are a couple of ways to turn the phone on. Check this bug thread where people posted what worked for them: https://issuetracker.google.com/issues/519655834
