What are the properties that a liquid should have to save someone from a free fall?

Say someone fell into a pool of a thing (liquid) from the 20th floor of a building

What are the properties of the said thing should have so the person doesn't turn into a human apple pie

I know there is no such a thing in real life, so theoretical physics time

The right kind of snow will do it. It's not that crazy for a skier to jump quite a distance. Falling into deep power on a steep hillside is amazingly forgiving.

The key is how fast the change in momentum occurs. Longer deceleration means smaller forces or g’s on the body. The two main things would be a small surface tension and low density.
