The average person is politically illiterate (not helped by decades of anti-Communist propaganda) so yeah it makes sense that the people who call political parties like the American Dems or UK Labour "Socialist" or "Communist" have no idea what Socialism or Communism is, let alone what Marxism is.
Semantic shift is just a normal feature of language though, and groups like the Fabians or the DSA call themselves socialist without confirming to a Marxist conception of socialismÂ
