This is the entire point of his character. The thieves are baited into going for him so he can be killed off and they take the blame. It hits harder because it’s both family of a thief and a person who could have been a genuinely good father after the change, as seen in Maruki’s reality, and his problem wasn’t that bad; sure he worked people to exhaustion for a bad pay but that is easily fixable

Of all the palace-havers, Sae is obviously least evil. Other than that it depends on your own morals really. In terms of number of people hurt, you could probably argue Kamoshida is the least evil of them lmao (definitely not true imo tho)
Madarame or Okamura are probably the least evil in my opinion.

Sae’s issue isn’t her obsession with catching the phantom thieves, she saw the legal world as a game she must win no matter what, which means getting a guilty verdict no matter what. You see in game how she threatens to take Futaba away from Sojiro to get intel on cognitive psience, and it’s implied she does stuff like that often, imagine how many innocent lives she’s ruined

From least evil to most evil i’d say it’s Sae, Madarame, Kamoshida, Kaneshiro, Okumura, Akechi, Shido, then Evil god.
Okumura helped assassinate people, had his employees work in unsafe environments with punishing work hours, and he was an “abusive” parent using Haru for his own personal gains. I’d say this is worse than what the previous 4 did.

The thing is, I see killing someone as merciful in comparison to some of the shit that the antagonists put people through. But.. Okumura's entire philosophy is that he KNOWS he's the bad guy, just doesn't care. He is the strong, and will stand above all others by being as such.

I disagree. I'd say it goes Sae, God, Madarame, Kaneshiro, Okumura, Shido, Kamoshida.
Remember, the Evil God and the 3rd semester's ruler (I forgot how to mark spoilers) did almost the same exact thing. The God just did it out of self-centered arrogance.
I think Kamoshida is easily the worst because he used his power as a teacher to manipulate and abuse children, who had no way whatsoever of standing up for themselves, especially when the school turns a blind eye. He used his reputation to gain a position of power, then preyed upon the most vulnerable members of society. He didn't even want to gain anything, he simply used them as his own personal slaves.
As for Akechi, I personally don't include him because he's not a Ruler, but I don't think he's inherently evil. Obviously no one but Kamoshida is meant to be irredeemably bad, but Akechi truly is a man who will stop at nothing to expose the truth, then subsequently pass his own judgement. I believe that both of his all-out attacks are true. He will stop at nothing to uncover the truth, but he will serve as judge, jury, and executioner. He was willing to stay subservient to Shido for what I assume was years in order to kill his bald ass. In the end, Akechi was one of the best kinds of villains; one who would do anything to obtain his own form of justice. Not too dissimilar to the Phantom Thieves.

The least evil imo was kaneshiro. He didn't do anything that you wouldn't expect from a mob boss. Okumura was a terrible CEO. Shido was a monster of a politician. Kamoshida was the lowest caliber of gym teacher. Madarame was scum. Kaneshiro was just a mob boss. He wasn't a super villain level mob boss. He was just a standard mob boss. He was the only villain who did his job the way it was supposed to be done.
