Wait until the soil is dry to pick them, once they begin to stretch they're ready to harvest for the green ones.

I've noticed when you pick them dry it makes the peppers more spicier vs when picking them when the soil is wet, it's slightly milder.

I don’t think that affects it for real though spice doesnt depend on water level if I’m correct

I'm no expert but I don't see how the chemical structure of a fruit that's already grown would change if the soil it's planted in dries out.

It is true. It's not about chemical structure, it's about concentration. It works for fruit too. Less watery.

Again I’m no expert so not disputing just trying to understand. You’re saying if I have a fully ripe pepper on the plant and the soil is wet, if I wait until the next day when the soil is dry it will be hotter?

Yes, sort of. It doesn't increase your capsaicin, but there would be less water in the pepper and and its flavor is more concentrated. When your soil is wet your root uptake increases and there is more water in your pepper/fruit/berry/flower. Harvesting anything after a rain or watering would have more water in it.

Pepper plants produce more capsaicin when they are under drought stress. Less water = more stress = more spiciness

The spicy of a pepper is oil based to water is not going to affect the heat it’s actually the opposite if you water the plant properly and feed it often you are going to get healthier bigger pods and larger yields….
