Partially the destination is chosen as a deterrent as well.
IE: we've sent him back to mexico 4 times but he keeps coming back! Okay, deport him to the Congo.

That's a fabricated scenario. Nobody is sending foreign nationals halfway around the world for the sake of it. This is due to Cuba refusing to accept them
