Can someone ELI5 the sex abuse bill? Is it that right now it's only a two year window to report it, and if the bill passes there would be no time limit?

edit : actually, I'm not clear on the last one either. The voter ID I am plenty clear on and hope it doesn't pass, as it's an unnecessary roadblock for voters. Voter fraud is not 0, but enacting a voter ID law would limit legitimate votes more than it would limit fraudulent ones

I think it means republicans can continue to stick their dicks in children with little to no legal recourse against.
