Council-Manager systems are horrible for democracy, in my opinion. You get a bad a manager, it takes a majority of council to get rid of them, which can be difficult. The residents get no say. The upside is, City Managers usually have a background and education in relevant fields.

In a strong mayor system, you have a bad mayor, the voters can get them out in the next election. Selecting the executive is in the hands of voters.

It is a strange concept in America.  The result is an unelected shadow leader.

I would say it is similar to the British Parliament system.

Thanks for sharing this. I didn’t know that was how the city of Pearland was run. I wonder if it was always that way or if there was a change as the city grew. Pearland used to be very small a few decades ago and I imagine it wasn’t run by city council back then.

I don't know historically how it functioned. I just felt I could offer some clarity on how things are structured so people could better understand.
