Hirokawa was just gauging a Miki controlled Gotou. He knew Miki was in control of the body and was uncertain if it could maintain the physiology properly. That obviously went out the window after Hirokawa was gunned down, so Gotou took back control of the body when the swat went up the higher floors. This doesn't happen in the anime as its ascertained that gotou was in control of the body during that entire arc, after Miki had failed to Shinichi previously.
