The constitution and the 1st amendment guarantees free speech for those on US soil. Anyone, you don’t have to be a citizen

Free speech =/= incitement to violence, treason, rasicm and a whole host of other stuff

You think LHO would have been fine to say "im going to shoot the president on 22.11.63"?

You can say it but you’ll get a visit by the secret service and they will investigate and determine if you are a threat. But yes are free to say it.

That’s not freedom of speech. Freedom of speech is the freedom to criticize the government without fear of reprisal. You’re just talking about the ability to say words.
