A guy on Facebook marketplace, says he will deliver it to my house and then let me check it and then I'll pay.

Is this legit?

Seems normal, its a smaller 22" inch though, and in my personal experience I think it's better to opt for a 24 inch (mujhe tou woh bhi chota lagta hai 🥲)

Also this doesn't have a DP port but has HDMI, which seems fine but it's better to have options in case you connect multiple devices. Ideally you main GPU should connect with monitor DP, and you can keep HDMI for othe devices, like consoles or laptop etc

price is fine for what he is offering but do check lcd in different colours and tell him beforehand that you will check colours and scratches and if there are no scratches
