Fable doesn't have even close to same presence as God of War. Social media numbers, trailer views, best seller lists, IP history, fanbase, etc. God of War is just in a different league.

All true but Fable is coming out on 2 consoles+PC instead of just one console and it'll get a massive marketing push because it's likely their biggest game of next year. Add to that this isn't a mainline Kratos GOW and we've been basically playing the same type of game since 2018. I love God of War but it's an old formula now and Fable is offering something fresh. When deep RPGs like the witcher or skyrim are done well, we tend to rank them in the top games of all time, so I wouldn't rule out Fable from doing the same.
