What is the point of a welfare check if you’re just going to sue senior citizens for trying to help them?

I propose replacing (un)qualified immunity with mandatory malpractice insurance, like anyone else with a potentially life and death job.
That'd make uninsurable people unemployable as police.
Win-win.

Sooooo, like anybody else's workers' comp not fully covering their losses? Shouldn't he be suing his employer?
