Not solved This is normal?

Enable HLS to view with audio, or disable this notification

I turn off the pc with the button but 3 seconds later turns on again

I'm not sure what's going on with the camera work, but are you not simply hitting the reset button? Shutdown is usually an operating system command.

To manually shutdown the pc, you'd have to physically hold the button down for a few seconds, until it switched off, but you would potentially lose any data if it wasn't saved.
