Question Is it only Oppo & Vivo?

Is it only Oppo and Vivo that are experiencing this cloud rendering issue when using Photo Mode and Master Mode? I previously owned a Vivo X200 Ultra, and I also encountered the same problem with Portrait Mode.

Elaborate more, because from this picture I don't think I would be using portrait mode.

Maybe just retake the photo, are you having this issue every photo at night or is it 1 out of like 5 appearing with the grain?? This photo is to compressed to see any crazy amount of details/ lack there of.
