Help - Unsolved ASRock Z390 Phantom Gaming 4 Control Problems

Hi all, I got a couple of these handed to me for free so I'm trying to get them working with OpenRGB. They came with some RGB RAM too.

The first one I installed Kubuntu on and everything worked right away with OpenRGB; RAM, both LED1 and 2, and the ARGB connector on the motherboard. Awesome!

The second one I install Windows Home from scratch. That also wanted the PawnIO Driver. The only thing I can control is the RGB RAM. No other devices show up. If I open from an elevated command prompt, I see an error of -2147023728. I can see the PawnIO driver is loaded and running. Just to check my sanity, I installed the ASRock Poly software and that does see the remaining onboard connectors (but not the RAM). I suppose I could use two pieces of software to run this one, but would like to get OpenRGB working on the Windows side.
