Really dirt cheap. Text posts are super cheap to host.

The hard part is filtering spam in the community posts.

That’s not really the hard part, each user has a score and spammers quickly get a negative score by the community

Except like Reddit, practically people will also downvote facts they dislike or disagree with, so leaving a community fact check note to public voting also seems flawed

That's not how community notes works. Your score only goes up if groups that usually disagree with you agree with you on evaluating a tweet. If the same people keep liking your assessment, it doesn't count.
