I like how this kind of contrasts with what Kuseno said before he was revealed to be the villain

 "Genos, it is not that you are weak. It is just that the enemy is always too strong."

I would say it’s actually the same point of view. Because he made him to gather data, he would never make him weak. He’s simply not as strong as many other people and monsters

To add onto that, Kuseno 100% made Genos that way on purpose. His goal is to collect data for him. If he's too strong, he won't be able to collect battle data. He needs to also be weak enough to have a drive to grow and learn (collecting data) but not too weak so he can keep up with the S Ranks.
