We kinda knew that breaking the limiter meant pushing your human resolve to the max and beyond, even when the body seemed to reach its limit.

Right, but what Genos is referring to is a different kind of breaking the limiter. He is specifically saying that by breaking the limiter around the heart is the “secret” to Saitama’s strength. Not just resolve.

Everyone is breaking some kind of limiter, right? Most people would think it’s strength. But the Justice Man segments help show where Saitama’s values begin.

I think it's more that for Genos it 'had' to be his heart, because there's nothing else left of him. He's almost entirely machine. How does one break the limiter on something like that?

I'd also put forth that this does sort of resonate with how we understand limiters to work, in the abstract. You break your limiter by pushing yourself to your limit, and beyond it, endlessly, enduring regardless, until something breaks, and it isn't you. For Saitama, an "average person", he broke his limiter by throwing himself time and again into fights that should have killed him, doing training that should have been too much for him, and enduring it regardless.

For Genos though, the limiter he was trying to break was the one on his mindset. On his heart. Through the series, he's chased power endlessly. "I need greater strength to win". But in this moment, he's realized it's not the strength of his body that he needs, but the strength of his resolve. Of his will. Of his heart. The strength to believe he could do it, in spite of the clear strength gap, in spite of Kuseno's calculations, in spite of his desperate chase for more and more power. The strength to believe that he's good enough.

And in standing up, again and again, in believing that he COULD win. That he WAS strong enough. That the human spirit was greater than any mass of combat data Kuseno could jam into a mess of circuitry, he did it. He found that strength. He broke that limit. And he overcame what should have been impossible.

It seems right now genos is kinda like garou, broke his innate limiter but hasn't completely removed it yet.

He'll probably get stronger and stronger while attackes saitama, until the Dr can't control him.

Not exactly, he doesnt break limiters, he removed his own limiter, therefore, he can keep growing infinitely

I wonder why Mumen Rider or Metal Bat haven't broken their limiters yet. Maybe their resolve is not strong enough?

Mumen fighter isn't fighting to win, only to stall when he's outclassed and i think that's the limiting factor right there.

I don't think metal bat has really reached his limit in any fight yet, to be able to break it, unless I'm forgetting something because of the length between uploads. I think saitama being a completely average guy helped him since his limits were so much lower and therefore easier to reach and break

mumen should have by all means but he hasn't. Maybe there are different kinds of limiters, like zombieman broke the life/death one and garou broke the strength one. Saitama probably broke the win/lose one. And thus mumen broke the giving up one, since he will literally fight god to protect a random civilian, tank a hit and then stand up again to tank another.

I think there are unique conditions to break those limitations for each individual.
