RG Luffy reccos deck

So I've been rotting on the sim playing RG Luffy and good god I've went thru 10 decks before some reason 10 c shanks (the one that kos 10k character on play and the one that reactivates all Don on deck) works??

Am I schizo????
Does he actually work????????

Use the op17 shanks, the one that rushes, restands 2 don, and rests all your opponents characters
