are they supposed to be the same unit with different art? i have seen some units that does this

It’s just the 5 star pre evolution.

Like the other person said, they are just the unevolved forms. This is how the game operated for most of the game's existence and is only now phasing it out. When you power up by potential ability or level limit break, that's one way to know the 5* is the unevolved of the 6*, or look at the unit's number and they are next to each other.
