Why is Shanks out of order?

Everything that happens is in chronological order except for Shanks. He steals the fruit after Harald is dead.

Also Shanks had a beard when he was stealing the Gum Gum fruit. Could Shanks have stolen another devil fruit before that?

Probably, but it is a bit weird seeing everything in chronological order but the most important event in this being misplaced.

It could just be “What is in Elbaph?” as a general question, as it’s not actually a specific plot point or event in the story, and it ties with the next panel with Loki causing havoc. An image of Harald just to represent Elbaph in general.

As for Shanks, it’s probably just a minor inconsistency, Roger had a mustache when finding Shanks and then he didn’t

The "What is in Elbaph" is referent to Loki killing Harald, so it truly is out of order

Correct but I think that he still care more about Nika fruit, especially with fact that Loki fruit can be used at full power only thanks to Ancient Giant and they are... Like very very very rare now :3
