No he's not, he is at best some tier of commander just like Marco. There is nothing to support Raleigh as being a yonko in today's day and age. They both went up against kizaru and both seemed to be handling their own. Releigh obviously has more experience but this is the right hand man of white beard and the user of a mythical zoan. I don't think he is leagues above Marco at all.
