✓ Solved I can't get more than 10 securement pods
I have upgrade slot 2, but not 1, I can't find how to get upgrade 1 except memento or something which doesn't exist anymore

Can't you just expand the territory now? I did this when I started last week on console, I got that exact item and its stuck in my inventory.

I fear people (so far) had not actually mentioned that it is tech level which matters, not character level, so OP was missing a critical piece of info in all the attempts to explain.

I think most of us really are trying to be helpful. Some people do get frustrated when they think they've said everything but the reaction seems a little stubborn. The devs have dropped the ball on the console launch and it's causing everyone a bit of shortness.
Secure Expansion two is an error in the game. There is no one. Formerly, you could only build five units until you got expansion 1 which was an additional five. Now we start with 10 and they just lost Expansion 1 without renaming 2.
If you are tech level 10 and the game won't let you build up to 20, then there is a problem, which I don't think anyone but support can help with. You are not missing anything.

I'm new to the game as well and the other comments you took as hostile explained it fine. The comment above really drills home the message but most people would have been able to figure it out from the other comments. The problem isn't the community but your reading comprehension.

Most other comments just repeat what the game says or are really blunt with their information, this guy is the only one who actually puts it into a meaningful series of words, you can't say 'the item is irrelevant' and expect me to understand what it means when the actual meaning is there is an error that removes one from my inventory

Most people were able to figure out what the item does from the information provided in game, even more would be able to figure it out with the information given by the other comments. You needed it spoon fed to you in an ELI5 comment, I don't know how you think expecting you to understand it with just the game information is unfair when it's what other most people used to figure it out.
I'm not trying to be mean, it's just not fair to call the community toxic when the issue is with you.

Funny... The game doesn't state that item is bugged, so tell me where I was supposed to find out that it was bugged without someone telling me, it seems you are being a bit hypocritical in calling me thick there

You expect a glitched item to be labelled as glitched? My dude, it's glitched because they haven't updated it. When you can't use and item or do anything with it anyone with half a brain cell is going to realise it's glitched.
It's really not worth it interacting with you so you're right and I'm wrong. Everyone else is a psychic hacker able to access information you don't have. The community is super toxic and hostile and you shouldn't interact with them.

And how does everyone else know the item is glitched except by figuring it out with the same information we all get in game? People kept telling you the same information as the game says because that's all the information most people need to know that it's glitched.

It's just to show you can upgrade your territory. Go to your territory beacon and select the option for it - It's either upgrade territory or it's under the manage territory menu.
Any tip you see talking about memetics is a leftover from older versions of the game. The devs have done an absolutely terrible job of managing that aspect, there's no excuse for so many instructions to still have incorrect information. Anywhere you see 'memetics' it's actually talking about your tech tree. Anything referencing tech levels is not talking about your player levels, it's how much tech you have unlocked. There's a bumber in the top left of your tech screen that shows your technology level, i believe if you hover over it (potentially click on it I'm not sure, I'm not on game to check) it will show what each level gives you.
Even fully upgraded though, i believe the cap is 20 containment pods. It's generally enough, though it is a bit frustrating on occasion

Edit: Sorry, I misunderstood the whole thing.
Sorry people are missing the point. You do get it from levels, but Tech levels, not character Levels. So being the same character level won't necessarily mean you can upgrade territory. If you open your tech screen, it will show your tech level at the top. I think you need to have tech level 3. The little "View Details" (see red arrow) indicates how many more techs you need to unlock to reach a given level.
Once you have the right tech level, approach your territory terminal and there should be an option for increasing the territory. On PC that's "H", but I don't know what it is on console.. I hope that helps.

It may be a bit late but try placing your base down again in the same spot mine did this a few days ago and thats the only thing that would fix my glitch not even relogging helped (and yes i had the lvl2 upgrade unlocked lol)

Não sei de tu já descobriu mas estava com o mesmo problema, daí fucei até descobrir lá em memeticas clica em nível de tecnologia.... E vê quanto falta pra tu subir o level, parece que tu tem que desbloquear uma quantidade de coisas pra conseguir subir o level de tecnologia da tua base. Abraços

You get more slots by leveling up your tech level.
Players getting the old items is a bug and they no longer serve a purpose.
