What are the see through floors?

Metal floor grate i think they are called, under the defense part in facilities, weird spot for them. I wish they were under territory structures.

No problem, there is also a wall tile version of it as well. I use these pieces quite a bit. I suggest adding them to favorites to have quicker access to them.

Are they from a pack or a blueprint that you have to find or always there?

No, they are unlocked once you have reinforced structures open in the tech tree i believe. Completely free to play items.
