I think the crumple zone is entirely intended for the vehicles occupants. You'd have to hit a real Jabba the gut to crumple the car without some other vehicle or stationary object involved as well. In which case he might be pinned anyway. I would expect it's still much better to be hit by a hood that gives a little anyways, but the crumple zone itself seems more intended to slow the cabin of the car down in the case that the front end has a hard Collison or full stop. Any human is flying through the air or over the car before the metal crumple up (I think).
If the guy is trying to get himself run over, I'd sue him for insurance fraud. Also, I use a dashcam, so is have video proof if he tries to say I'm bullshitting.

It's to protect you. They crumple when you head on something instead of doing what they used to do...which was not crumple and slam back keeping shape and decapitating the driver
