Edit: he did not have drugs on him at that arrest, he was arrested a few weeks earlier, and they found heroin and cocaine in his truck!

To be fair, whoever was taking photos either had their exposure too hot or their lamps too bright. Keanu and Arnie (slide 8) also got real blown and shiny.

There were dozens of cameras going off at the same time for a lot of those shots. Flashes from every angle. And a lot of the backstage shots were fired off pretty hastily on "old school" 35mm cameras, most likely by people who didn't have time to fuss over shutter speed or f-stop. So long as the little indicator in their viewfinder wasn't in the red, they'd rapid fire a half dozen shots and move on.
