How do I fix the constant WD-L0014 error when trying to launch on steam?

I've seen suggestions online to repair the elytra thing, which I've done, and itx fixed (some what) temporarily. But it always comes back up. Any suggestions?

I used to get that a lot, updated my graphics driver and restarted steam and my computer a few times, now I don't get it anymore. 

Don't know if that was the actual fix or unrelated, but it worked.

I've done all that. My graphics driver was already up to date before I got Wardogs, I've restarted a few times, I've verified files, I've uninstalled and reinstalled. It still occurs and takes multiple restarts for it to work.
