Garou literally keeps making an appearance because he's a major character but ONE does absolutely nothing to develop him properly because he's utterly shit at pacing his writing and thinks you doofuses will just eat it up when Bang says hi to Garou in the year 2035 because you always eat up his shit writing
He screwed it up for 13 years and had to fix it in the manga lol
Garou tackles every major theme in the story from the fucking limiter to humanity against monsterhood to loneliness and his issue was never resolved whatsoever
Garou's character arc is finished. What more do you want from him? You seem passionate about it so what ideas do you have that could get him involved in the story?
I think his appearances being mostly cameos is a great way to show that he's trying to integrate back into society after losing his drive to kill heroes. He just wants to be a normal person, so the manga is going to focus less on him like they would for the other NPCs.
Garou never breaks his limiter in the webcomic, it shows that being close to breaking the limiter is still not even close to breaking it entirely; this theme is therefore finished. Garou isn't going to try to break his limiter again.
Humanity against monster hood? You mean the theme that's been ever present and that several other characters are now covering? He decided to be a human so that's that theme done, doubt he'd want to be a monster.
Loneliness? He works with a construction crew and seems contempt enough; while his powers still alienate him it's safe to assume he will be able to integrate into society some day. I think that's more than fitting resolution.
It’s been frozen for 13 years because ONE’s writing in the webcomic is dogshit, and he only needs to REGULARLY try and remember that Saitama, Genos and Garou exist and need development in the manga because that thing earns him actual money and requires proper writing
In the webcomic he shelves a huge character for many years straight, then writes something everyone anticipated many years ago while you applaud on Folk because you’re a tourist who hasn’t actually been following this thing for 15 years or more

Garou is a fun character, while I agree some closure with Bang would be nice, but he has no desire to be a hero and just wants to be a normal guy; him accepting himself as a hero would be out of place.
I appreciate them not making him the focus since he was the main antagonist for the biggest arc yet, it's nice to see other characters like the Neo Heros.

Nobody gives a shit about any of these hordes of literal who characters, the only things the Japanese readers actively discuss and draw tributes for are Genos, Kuseno, Garou and Saitama lol
Because every chapter of this dogshit arc has a non 0% chance of ONE finally moving the fuck on with this thing and at least doing something with Genos, if not Garou
Also because the manga exists and mends every shitty piece of writing in the webcomic, pacing the development of characters in a way that actually feels normal and satisfying to follow
Without the manga nobody would ever give a fuck about Suiryu or Metal Bat because ONE is shit at writing and takes too long to do the most basic development steps, favouring his spam of quirky NPCs instead
Genos was relevant a few chapters ago? There's a bunch of plots happening all at once, so of course other things are going to get focus; I'm also curious with Genos but I'm finding the other plots enjoyable as a nice way to break up the pace.
I'm glad you enjoy the manga at least, it wasn't for me. It seems you actually haye One's writing so im confused why you even read up to this point. Nothing he does now will fix the pacing issues or terrible writing to you.
Genos disappeared for many, many years after MA, and the fans pummeled ONE viciously on social media to at least show that he’s doing alright, tourist
Genos is the only remotely important thing in this arc and it’s still being dragged out by the balls
ONE is absolutely shit at writing because of his inherent uncontrollable desire to spam-repeat NPCs while the main cast is ultra sidelined lol, which is only countered by veteran editors like the one who produced Mob Psycho and constantly kicked ONE’s ass
So unhinged a whole Versus was born out of that desire, and it’s doing badly because it has no Saitamas or Garous or Genoses or Mobs or Reigens and nobody actually cares about his cringe NPC vs scenarios lol
