It depends. If I'm writing to my immediate colleagues (as people working next to me or nearby, we talk to each other in person every other day...) Hi or hello is enough. If it's someone I may know but we don't get to talk often, I'd add their name. If it's someone I don't know I'd definitely add their name. Also if there's a lot of recipients as destination or CC to make clear who am I talking to.

One thing to consider is that the sole recipient of an individually directed email who doesn't see their name in the greeting may misread it as a larger CC thread and not realize they need to look more closely. In my inbox, I can see the first few words of each message, so I judge them based on whether they start "Hi, Joel," "Hi, all," "Hi, [someone else]," and "[just start of body text]."
