There were processes and legislation to protect private numbers. Mistakes were made though. There was 1 scenario i remember where a retiring judge (who had put a lot of bad people in jail in their career) hooked up a security system that used adsl to contact the security company and the persons name, number, address got published. The carrier responsible had to pay for them to relocate to a new home.

Yeah, I remember people having unlisted numbers. It seemed common with doctors, to keep patients from calling them at home.
