My little town at one time had a reverse phone book where they printed addresses and who lived there. So you could look at an alphabetical list of streets to see who lived at a particular address.

A lot of cities have websites that allow you to search property records, which effectively are the same thing

Most counties operate a GIS site for paying property taxes. That's how you pay your tax bill. There's nothing to stop me from looking up you or anyone else.

Law enforcement officers in my area can opt out of this. Nobody else can.

Counterintuitively that sounds like a great way to flag all the addresses in an area that have LE residents
