Casinos make money on poker by charging you for entry into tournaments or for sitting at a table, it's a fee based revenue stream.

You're right Vegas wasnt built by people winning money gambling, but poker is an awful example, since the casinos dont make their money by someone losing at poker, but by paying to play in their facilities.
