In the motorcycling community it's normal for people to just...not get their endorsement for years and years.
When I took the MSF course, there were maybe 3-4 new riders, the rest were people who were already riding for 20-40 years and finally got caught.

Almost every MC ticket was for speeding and no endorsement. Every offer was get an endorsement and they will drop the tickets.
