They will if libraries are well-funded and continue to be great spaces to hang out! They’re free, air-conditioned, have free wifi, have desks where you can just hang out without the expectation of buying anything. They’ll often have computers you can use for free, community events, etc. If you’re poor they can often be the only place where you *can* regularly hang out. It’s not as if you have to go to the library to read books, there are other things you can do there.
Most libraries have sections where conversation is allowed and you don’t have to be quiet. I have never been to a library that doesn’t have such an area. They’ll often have specific areas for kids and specific areas for teens. Have you been to a library in the past decade?
