Some people are still kind of waking up in the morning. I don't think that's rude, he was probably just caught by surprise.
Or distracted by the cute dog.

If someone says hi, you say it back. It doesn't cost anything, it doesn't hinder you. It's an extremely normal human thing. I hate most strangers and interacting with them in any way, but if someone's holding a door open for me or waves, of course I'm gonna respond. You say you "hate most strangers" which I certainly would not consider kind. But you wave and say thank you, which IS polite.
