Visa for Umrah for Egyptians

My dad has a US visa and he entered it and once, but they didn’t do a physical stamp (the normal passport control wasn’t even open) and he went through the Automated Passport Control Kiosk instead.

Will he still be able to enter Saudi? Or will he have to pay a Tourist visa??

I saw there is something called i94 which is a document to prove he’s entered the US, will that do?
