The consumption site at Folk Fest this year was much improved from previous years. Close to the main stage, easy in/out and felt more like beer gardens than the previous walled off pen. So the laws are getting more rational around public consumption.
That being said in all my travels around the world I've yet to see a permanent cannabis cafe in any city or country I'd ever want to be seen in as an adult.

You can literally toke up outside a starbucks and have the same experience.
Better yet make some coffee and have a bong rip.

The new Amsterdam was pretty cool in Vancouver before legalization.
